Foreign citizens and stateless persons admission procedures

  1. Foreign citizens and stateless persons have the right to higher education in the Russian Federation on terms of budget allocation in accordance with the Russian Federation International agreements, Federal laws or the Educational quota established by the Government of the Russian Federation for foreign citizens and stateless persons (hereinafter ‘the Quota for foreign citizens’) and also at the expense of personal funds or legal entity funds in accordance with agreements on fee-paid educational services.
  2. The Quota for foreign citizens’ admission is carried out in accordance with the spheres of the Federal executive authority performing the functions of state policy development and legal regulations in the field of education. Enrollment to study within the Quota for foreign citizens is carried out by a separate University order.
  3. Foreign citizens and stateless people, being compatriots abroad, have the right to higher education on equal terms with the citizens of the Russian Federation, on a condition that they comply with the requirements provided for by Article 17 of the Federal Law, dated May 24, 1999, No. 99-FL “On State Policy Of the Russian Federation in relation to compatriots abroad ”(hereinafter - Federal Law No. 99-FL).
  4. Compatriots living abroad and not being citizens of the Russian Federation are not subject to special rights to admission for undergraduate programs in accordance with Federal Law No. 273-FL, except as otherwise specified by the International agreement of the Russian Federation.
  5. Admission of foreign citizens and stateless persons for bachelor's degree programs on terms of fee-paid educational services is held on the same entrance exams provided for all other categories of applicants.
  6. The following identification documents required for admission:

- Identification document;

- or identification document of a foreign citizen in the Russian Federation;

- or identification document of a stateless person in the Russian Federation according to Article 10 of the Federal law dated July 25, 2002 No. 115-FL "On the legal status of foreign citizens in the Russian Federation" (hereinafter — the identification document of the foreign citizen), and in accordance with subparagraph 1 of paragraph 68 Admission Procedure represents the original or a photocopy of the document proving the identity, citizenship, or the identification document of the foreign citizen.

  1. To apply for admission a compatriot in accordance with Article 17 of Federal Law No. 99-FL, submits, alongside with the documents specified in paragraph 68 of the Admission Procedure, the originals or photocopies of the documents specified in Article 17 of Federal Law No. 99-FL.
  2. Foreign citizens who enroll on the basis of International agreement, alongside with the documents, specified in paragraph 68 of Admission Procedure, submit the documents confirming that they are in the list of the relevant International agreements.
  3. Admission of foreign citizens and stateless persons for educational programs related to the State secrets is carried out only within the Quota for education of foreign citizens.
