Tatarstan establishes an award for achievements in research

A new republican award in the field of science and education “Scientific
Breakthrough” is planned to be established in Tatarstan. The corresponding draft
decree of the Head (Rais) of Tatarstan is undergoing anti-corruption scrutiny.
The award is to be granted annually. It will be included in the list of awards for
outstanding achievements in science, technology, education, culture, literature, art,
and mass media. Such payments are not subject to taxation. Tatarstan will be
tasked with developing the regulations for the award and creating an organizing
committee to select the laureates.
The document has already been approved by the Ministries of Finance and Justice
RT, as well as the Academy of Sciences of Tatarstan. Funding will be provided for
in the budget of Tatarstan for 2027 and subsequent periods - the funds will be
allocated to the Academy of Sciences. No additional regulatory impact assessment
procedures are required. The project has also passed the stage of an independent
anti-corruption review, with no comments received from experts.
Simultaneously, another draft decree of the Head of Tatarstan has been prepared -
on a grant for the development of advanced engineering schools in 2026 It is
linked to the implementation of the state program for scientific and technological
development of Tatarstan and the need for co-financing of the federal project
“Advanced Engineering Schools”.
The Republic of Tatarstan previously undertook to support two universities -
Kazan National Research Technical University and Almetyevsk State
Technological University “Higher School of Oil” - provided they succeeded in the
federal selection process. In 2026, both universities received corresponding
subsidies from the federal budget. Each of them was allocated 369.3 million rubles.
Taking into account regional co-financing, the total support volume for 2026 will
amount to 550 million rubles. Of this, 404.3 million rubles are already provided for
in the budget, with an additional 145.7 million rubles approved by the republic'sleadership.
The draft decree designates Kazan National Research Technical University and
Almetyevsk State Technological University as the sole recipients of the grant and
establishes the total amount of funding. It is expected that this will fulfill the
region's obligations and support the development of engineering education in
Tatarstan.
Both draft decrees are undergoing anti-corruption scrutiny.
