“Setting hearts on fire.” Following instruction of Sergei Kravtsov, list of organizations that train counselors is being compiled

In 2026, the Ministry of Education of the Russian Federation is elevating the
training system for counselor staff in children’s summer camps to a new level.
Following the instruction of the Minister of Education, Sergey Kravtsov, a list of
organizations that train counselors in accordance with the Ministry’s specialized
recommendations is being compiled.
This information resource is designed to create a database of organizations that
train counselors according to the standards of the Russian Ministry of Education.
Its goals are to provide camp directors with qualified staff and to help future
counselors find high-quality professional training programs.
“In a camp setting, the counselor is the key mentor who spends the entire day with
the children, addressing their everyday educational and personal matters. The
usefulness and safety of a child’s rest directly depend on the counselor’s
professionalism, sensitivity, and sense of responsibility. That is why we pay special
attention to the quality of training for such specialists. The newly created list will
allow camp directors to be confident in the qualifications of their staff and will
give future counselors a clear guideline on where to gain a reliable knowledge
base,” emphasized Minister of Education Sergey Kravtsov.
The work of compiling and maintaining this consolidated list is organized with the
support of the Russian Ministry of Education, in cooperation with Moscow State
Pedagogical University, the Progress Center for Comprehensive Child
Development, and the Russian Children and Youth Center.
Currently, the list includes institutions that have successfully passed a preliminary
substantive review. The main criteria for selection are the possession of a valid
educational license, the implementation of training programs in strict accordance
with the recommendations of the Russian Ministry of Education, and proven
practical experience in the field. This database of verified counselor schools will beregularly updated.
